So, supposedly there is an NPC you can turn +7 gear into to get safe to 7 stuff, and I am curious..... What items, what NPC, stuff like that. Any information would be LOVELY.

Eat gear mimic in Eden. Should be next to the blue door you go into to get your eden gears. I believe it only takes gear that drops from monsters. For example it won't take +7 cotton shirt but it will take +7 cotton shirt[1]

Any slotted armors dropped from monsters I believe, and any level 3/4 weapons dropped from monsters.

Yep. Basically turn junk drops into +7 certificates based on what you exchange. Armor for Armor or Weapon for Weapon.

Caution of warning though, there is a CHANCE that eat mimic can fail to convert the item so you can either get a cert or like 10 elus/oris I think based on what refine rate the item is.

You're more likely to gain more certs on higher refine rates. Such as 2 armor/weapon certs for +8 if successful, and 1 if it fails and I think 3 armor/weapon certs at +9 and 2 if it fails.

Don't bother with +7's, get them +8, that guarantees a cert. +7 only gives cert like 25% of the time. +8 gives cert every time, and extra one 25% of time./

This is an event NPC and leaves next maint. It often visits when enriched hammer does.
