1: If you're using Axes, this skill is pretty much required. For Maces, not quite. If you mainly use Maces, leave it at whatever level (can't remember if it's a pre-req for anything). Max it anyway, because Maces don't have perfect size mods on Small targets, for instance.
2: You have to max it for Maximum Power Thrust (which is an amazing skill for any build that isn't using a Mado, and great for training as a Mastersmith). Max it anyway - the attack boost might not be too noticeable but every little bit helps.
3: Only really useful for ASPD attacking, the SP drain is too much for skill use. If you are ASPDing, though, max it.
4: Only max it if you want High Speed Cart Ram. HSCR is a good, but fairly expensive (3k Zeny per successful hit) skill. Good back-up if you lose your Mado against an MVP, though.

If you're not going forging you'll find there's a LOT of spare points for Mastersmiths.

IMO, max em all... not like you have a shortage of skill points as smith.

As BS and MS, you can get all combat relevant skills maxed (and if you're going mech not staying perma smith, upgrade weapon will not beat the NPC, so it's a waste of points - so nothing else to spend points on)

Skill build basically comes down to all battle related second job skills, plus IWL 10, Pushcart 10, Mammo 10, and the remaining 19 points distributed between DC/OC/Vending as appropriate for your situation.
