That is the unslotted version.buy it in the ninja shop that sells the Armguard[0] and magic stones...
For 2 weeks after implementation of kag/obo, they accidentally had the slotted version in the shop. It was fixed without mention in patch notes.

Sorry for Necro-ing such an old post, but this is the only post in the internet that has the answer to obtaining a special ninja suit [1].
I need to add that there are TWO NPCs, Seyablem (140, 151) and Leablem (236,199) which the OP above stated.
ONLY Leablem (236,199) has the option to add a slot to a Special Ninja Suit [0].
Also, bring a couple of Special Ninja Suits, Elunium and Zeny, as the success rate is VERY LOW for A grade (around 15%).
