if i use JoboDaHobo reasons,
my suspect would be Shroon [Ikaness Staff]
1. When you talk to Shroon: "Do not disregard the power of the Ikaness. The day of repentance is coming."
~who doesn't hate Crune? , he just failed an 89% refine of mine hours ago, i'd love to punch him!
~and i always think of him as a scammer npc
~maybe Shroon wanna be like Robinhood (steals money from Crune as a punishment)
2. I don't really follow the story or history of npc's so this one might be wrong..
Shroon is an Ikaness staff
Ikaness staff deals with magic, and maybe their headquarters (lol) is in Luna.
planet luna have a moon symbol on it, + luna is the latin for moon, so there goes the moonlight clue
3. clue # 3: it's a mans world
ANIMA (definition from google)
- Jung's term for the feminine part of a man's personality.
ANIMA and ANIMUS from wikipedia
~moonlight attack clue again
clue # 4: take people's credentials
~Shroon looks like a type of npc that judges a person. Maybe that's why she says the day of repentance is coming.
clue # 5: lots of water
anima lake
clue # 6: culprit moves or travels
i don't know how to connect Shroon in this..
clue # 7: grains of sand
Anima lake
clue # 9: "JAWS"
the Aquas (monsters of Anima Lake) looks like sharks.
clue # 10: where the rivers flow i call it home
anima lake have a river (and falls: lots of water)

I'm changing my answer back to Cassirin.
It makes more sense beacuse she has a motive and I likethe way it ties into "people's credentials" because she talks about not being good at what she does in the eyes of her peers/instructors. The main reason I had changed was the moonlight reference, and I don't think moonlight was supposed to be as big of a clue as people made it to be which is why the "don't blame it on the moonlight" video went out.

Junon Guards have informed me, that a Suspect has been taken into custody.
They expect to get a confession soon.

Here's the deductive path I took to settle on this person as the culprit:
Clue 1 -- Money, Money, Money -- this points towards not only the victim in this case, that is Crune (he must be easily one of the richest people in the world) but also part of the motive.
Clue 2 -- Blame It On The Boogie -- a two-fer -- pointing away from Moonlightattack as the culprit, and mentioning boogie -- which is not only a dance but also a recreational piece of equipment for use at a beach -- a boogie board.
Clue 3 -- It's A Man's World -- I do believe this points toward a woman as a culprit, and speaks to her motive for selecting her target.
Clue 4 -- Paying attention to people's credentials -- Let's face it, the Junon Gate Guards aren't really able to prevent Visitors from leaving, so I think this indicates that the culprit is an NPC.
Clue 5 -- Hawaii 5-0 -- Here's another indication of a beach, and while the show was/is a police procedural, I think many of us think about the fun beach aspects of being in Hawaii.
Clue 6 -- The Beach Boys -- another beach clue, and the 'I get around' part seems to indicate that the culprit is NOT a Junon Polis native.
Clue 7 -- The grains of sand found at the crime scene seem to confirm the beach hypothesis.
Clue 8 -- The Monkees with their song 'I'm A Believer'. I think the important part to look at is the line 'the more I gave the less I got' and 'when I needed sunshine all I got was rain'. This points toward the other part for the motive of the crime.
Clue 9 -- The theme from Jaws -- a more ominous reference to the prevailing beach theme, perhaps to remind us that a crime has been committed.
Clue 10 -- I think the important part of this clue is in the title -- A Pocketful Of SUNSHINE.
Clue 11 -- Again, the beach.
So, I suspect Judith because she is a female NPC, who's not from Junon Polis, who lives at the beach at Sunshine Coast. As for motive, I believe that if questioned properly, we might find that she's resentful of the fact that Crune makes so very much money for, let's face it, rather suspect and slip-shod work, while she has some nice and sought-after equipment with the beach, bikini, and lifeguard gear she has -- but she's paid, not in zulie, but in TRASH! I'd be upset too, if it were me!
I hope, that if she returns Crune's zulie, the authorities go easy on her.

I decided the awesome dragon mount would be the best fit on my FFIV-themed account, so here's a screencap of baby (lvl 19) Soldier DarkKnightCecil posing with his new dragon pal at the helm of the airship docked in Junon Polis. For any here who've played FFIV, you can understand my slight sadness that the airship wings aren't red.
