Order of importance for gear?

I know first is weapon but what's next?headgear?garment?

I think it's different from player to player. Personally I find my weapon the most important, then armor, then accessories, then garment or footwear, and usually my headgear last because It's usually for looks. I would assume fo most players after weapon or armor it would be headgear, but I'm not sure.

Definitely weapon. Whats the use of armor when you cant fight back? Unless of course you are an RG

Do you want to PvM or PvP first?
I'm assuming you want to get good gears for PvM for leveling first.
So I would recommend getting a Rudolf hat. Even with its -50% heal nerf, you can still solo low Turn In's and most leveling places with just the hat.
If you are a wizard or ranger or knight, just get any mid-decent weapon is fine - with the AoE skills you have you can solo most places with just the rudolf. You'd want to get a phen card/orlean's gown for it.
If you are an assassin or sage or paladin, or anyone who doesn't have good AoE skills, go with a good weapon and survival gears. If you are attack-speed build, go with auto-casts like Ring of Flame Lord or Ifrit Mask.
If you are a monk, you can tank and solo level with reflect gears, such as orc card in a shield + ifrit mask+ RoFL or such.
For support classes you can basically be naked if you want if you party with others. All you need are your support skills.
A general good equip to get to use across all characters is Variant Shoes, which gives you good survival and SP boost.
A very good garment is Heroic Backpack but I don't recommend getting it first if you don't have the money. It benefits most classes for PvM purposes.

Weapon -> and everything else depends on where you plan to level or do.

Leveling wise you can get almost everything at eden but higher tier leveling will require far better gears.

PvP/WoE you will need weapon armor and shield as soon as possible

Even after nerf, 250 hp heal still good for low level o__o the only problem for being nerfed is because you use it as RK Tao lv 150 lol...

Nah, GMs reduces the healing rate, not completely eradicate it. It is still useful, yet less effective.

I agree get the best weapon you can afford, then focus on damage reduction. fricco shoes are a really cheap alternative for boosting pot heals and they give agi+2 but the pot boost is decent for low-mid levels. vali mant's also reduce neutral by like 15% . All these items are relatively inexpensive by the inflated market standards:
ragial shows fricco's @ 270K and vali @ 80K right now - one heck of a deal
