How often does it occur per server? 2nd seal was open only, I came back 7 hours later, and 4th is already closed. Did I miss my chance for good?

I think it resets as soon as 1 God Item has been created, but I'm not sure.
You wouldn't have missed the 4th seal though, if it worked properly.
The GM's prematurely closed the 3rd seal after only 11 players completed it and then the 4th seal was opened right after D:

I came back to PC when woke up and scrolled up the chat log of merchants, "The seal of [Mjolnir] has been released". Nothing since then. And I tried talking to the 3rd & 4th starting quest npcs.

The time between seals resetting pretty much depends on when someone has a god item to make.
Seal 1 tends to finish very quickly, sometimes within an hour, but sometimes as long as 6 hours.
Seal 2 usually finishes in about twice the time of seal 1, like 3~6 hours or so.
Seal 3 can stay up for a day.
Seal 4 takes forever to finish.
Windows vary a LOT depending on how prepared people are (e.g. if a guild making a god item warned its members, and they're prepared to farm a seal) and what time it happens. Since there's no constant reminder in-game, people who don't login a lot might not even realize that a seal is available.

^ Seal 4 always take longest, since ppl are neglecting to fight Sudri.
