Could someone please let me know what exactly does this skill do? The description on the wiki is pretty much lacking on any details with regards to this skill.

its got a pretty good success rate as it calculates the chances per second the target is in the AoE... also note that monsters that are inflicted with burning status will actually give less exp the more damage they take from the status... if you kill a monster with the burning status you get NO exp...

Your update to the wiki is tremendously informative and helpful. Is the attack bonus dependent upon the number of charms used when creating the spell? Does the attack bonus affect all players with the right element or only self/party mates etc?

So is it possible to place the Fire spell on the ground summon 10 earth charms and use fire endow to get the most attack boost possible?

No idea, but endow from the charms should trigger the effect.
