It seems the tweaks gotta be based on their stats?

In any case, what's the max level on RO2? 99? or is there any "trans" class afterwards?

As of now, both kRO and SEARO max level is 50
There's no trans class, it's not even same as RO. It is whole different game that happened to have same name title and developer.

I dunno about y'all. As a Sorcerer myself, I always seem to out-DPS Wizard even in long term battle given the gears we're using are equal.
Wind Arms procs too often.

Wizards will always lose to Sorcs when it comes to single DPS. But multi-target DPS, Wizard has AoEs and DoTs that sorcs can only dream of. Knight and wizards get along really well (and you will find this often in raids).

for my opinion. Wanna go PVE then choose Wizard, PVP choose Sorc. Wizard has high DPS, one of best DPS when it comes to raids (Dragonoly and Fire Seal), but when it comes to PVP can be easily avoided by going far from cast site or go behind them. Sorcs has instant cast spells that can easily kill someone in PVP but for raids they are considered as semi DPS since there purpose is mainly for heal(LOR), buff(Delf and Deluge), and additional resu.
