I recall that RO1 was pay to play, but cannot seem to find any information if RO2 will be pay to play, buy to play, or free to play.... Has that information been release as of yet?

Yo can play it for free, but if you want bigger bags, a different mount, a costume, etc... you have to pay in Kafra shop with real money.
An example: You pay 6$ for having a hat for 1 month...

Free to play (F2P) with micro transaction business model. In Ragnarok Online term, this means F2P users can play the game pretty well, but pay to play (P2P) players will have much easier time as well as have a clear advantage over F2P users.

actually you can pretty much pay for those things in zeny. Some are trade able so just set the VIP pack in vend or auction hall and sell or buy from them thats how it can be done on SEARO and KRO2
