I finished the part of the quest with the crystal key and I looked online and I was suppsoed to be contacted by Junon's little angel to start the next part but I wasn't contacted. Do I need to go to a certain palce (I traveled to Junon Polis already)

i think when i did this part i had to log out for a while then log back in and it popped up.

Just try to disconnect and log in back.

First logged for a minute and that didn't work. Logged out for about 2 hours and it worked

Not really, if you can remember who was the last npc you talked to, try to talk to them again.
