If you crit with Healing Wave or Rejuvenate, then the target gets a brief heal-over-time effect on them.
How Earth Arms works with specifically LoR and Deluge is different.
For Deluge, as long as you have Earth Arms on when you cast it, the entire length of the spell will get double healing. You can swap to Wind Arms after casting, if you want.
For LoR, you need to keep Earth Arms on throughout the length of the spell if you want to double how much it heals. If you swap to Wind Arms in the middle, then any tick of healing that happens after that won't be doubled.

If you have maxed Earth Arms, it doubles the amount healed for any healing you do. LoR, Deluge, Healing Wave, Rejuvenate.

Crits do 200%, normally.
If you have 100% Hit Rate, then that's 5% that Meditation sees.
Meditation Lv.1 multiplies that by 3.4, giving you 17%. Your crit heals will do 217% of what your normal heals do then.
Meditation Lv.5 multiplies that by 5, giving you 25%. Your crit heals will do 225% of what your normal heals do then.
I don't use Foresight, but I would imagine it has uses for PVP with JT.

Do you think meditate would be worth maxing? If you have maxed Earth Arms, it doubles the amount healed for any healing you do. LoR, Deluge, Healing Wave, Rejuvenate.

I personally would not max Meditation. It's not that it's a bad skill, it's just that there are too many other things that are better. Having it at Lv.1 is a significant boost compared to not having it at all; but having it at Lv.5 isn't that much better than having it at Lv.1. What affects it more is how much Hit Rate you have, not what level you have the skill at.Do you think meditate would be worth maxing?

Another way to look at it is that, yes, critical heals are a highlight of sorcs. But it's not so much for the amount healed on crit as it is for the HoT proc from Earth Seal while you're spamming Healing Wave.
In your build, I would drop Medi to 1 and consider moving the points to either Cold Bolt, Healing Wave, Deluge, or Soul Binding, depending on whether you're more DPS or support oriented.

And I'm not sure if this is a bug but having multiple sorcs casting multiple deluge at different levels actually stacks.

So you can't crit heal with LoR or Deluge? or can you?
If you can, does that mean Earth Seal applies the Heal over Time to everyone affected by it?

I don't know about Deluge, but you can crit with LoR. The HoT from Seal of Earth doesn't apply though. So you can't crit heal with LoR or Deluge? or can you?
