can i level in odelia? (Starting place) rather than skipping to level 20 because i want to level with my best friend in odelia.

make sure you don't do the hero quest in Beard
because it's that NPC that makes you to lvl 20

but i tried to go to port of winds then it said i cant enter if im level 10 or above

Have your buddy invite you to party. So you can move to his location in Odelia.
