Can't seem to find any other threads regarding this problem... Players are loading fine, GM's loading fine, but quest NPCs and job NPCs, mailboxes, as well as mobs are not populating on my screen. Makes it impossible to pick up quests, or target any mob therefore get any exp. Tried lowering settings and resetting computer, no dice. I do meet the requirements, easily. I have not tried re-installing yet as that took some time the first time I did it and am hoping someone has a quicker fix I can try first.

Is there any way you have a link to where you heard this from, or perhaps some more specific as to what it is about the connection exactly? I've never had this type of trouble with a cable connection before throughout any game, and it's actually quite a good one. I've tried waiting beside an NPC for 15 minutes to see if they would load eventually with no success.
