Ok I was just wondering I've noticed no difference in lvl 3 and lvl 4 Soundless Vacuum Skill. Both is 120 secs cooldown, 100% success rate, 5 second mute and same skill range. Correct me if im wrong but is lvl 4 worth getting? Is this is a bug/glitch?

If there is no difference...there is no difference. Why it is like that is far beyond me though. But I'm totally fine with it seeing as it saves me 1 sp.

Alrighty then, thanks just wanted to clarify this. I hope they fix it soon coz im not willing to use a skill reset just for 1 sp ^^

No its 1.. Max lvl of it is 4. Lvl 3 and lvl 4 is exactly 100%.
