How useful is 2.5 minutes of cool down late game? Obviously on raids or PVE since apparently, WIzards are trash at everything except consistent, mindless single-target DPS.

I didn't max it, I think I put 3 points in. It's mostly good for if you pull aggro during a boss fight or if you are AoE'ing a bunch of adds and can't kill them fast enough. It'll give you time for your team to kill the adds or for your potion timer to be back up.
