since there are mods going around for the background music and whatnot, would it be possible (and would it be allowed) to replace the voices with let's say the korean voice packs?

I think the voices are embedded in the data files and are not directly accessible. The music is one thing and is kind of in the gray area, but modifying the data files themselves will probably end up in flagging hackshield and will likely be a more direct violation of this game's terms of service.
