Targeting for heals.

Personally, I click the faces / HP bars in the party list (the click area is quite big). If you intend to use the party member selection keys, the healing spell hotkeys should be on a different hand. A gaming mouse would be ideal in this situation; you can either map the party member selection hotkeys on your keyboard and your healing spells on your gaming mouse or vice-versa (I haven't personally done this, but this method has been proven to be highly effective).
Tab-targetting is horrendously inefficient. Tab-targetting cycles through all available targets and you might not be able to select your desired target quickly enough.
Still, these 3 options aren't the only methods possible in the gaming world. My preferred method is mouse-over heal so I don't even need to select people to heal them. Alternatively, click on the person to heal them works wonders too. The idea is to reduce your reaction time as much as possible, and these 2 methods reduces reaction time by 1 click. Unfortunately, RO2 doesn't have these features.

Thanks! I was clicking faces but got to wondering if maybe there was some other way people were using. I feel like it'll be easier in dungeons than while training since I've also gotta help fight what my party is fighting during training.
Oh yea, if you use the 'assist' key while selecting a party member, you will then target the thing that your party member is currently targetting, making it convenient to attack the same monster as your party member. Conversely, select a monster and use the 'assist' key to target the thing that the monster is currently targetting, useful for healing the party member that the monster is currently attacking.
I use F1-F5, I tried clicking the portrait pictures but found it sort of glitchy as sometimes it would click a monster behind the portrait rather than the person.
Yea it happens, it's terrible. You will need to point the camera somewhere else so that the party member frame isn't in front of monsters. Make the camera face a wall or something. I would like this to be fixed.

I also use F1-F5 to select my party members, while using the mouse to click the skills I wish to use. I keep my thumb on the W key so I can move. You can easily change F1-F5 to 5 other keys if it makes it easier for you. I originally clicked on the portraits, but like Owlsu said, I also had issues and found the F1-F5 buttons faster and more accurate for me personally.

Just get a razer Naga elite. Probably the best thing I have ever bought for mmos. This mouse makes doing anything in this game so much easier. Took a bit to get used to, now I couldn't live without it. 12 keys right at your thumb.
+5 billion. This changed my life. True story, kids.
Oh, in the interest of full disclosure, I got this like 3 days ago. Before that I was using F1-5 and I would click on the squares (faces go away for more than 5 people) for raids.

As for gaming hardware that helps, I have a logitech G27 mouse, not quite an mmo one but also has quite a few buttons, but it doesn't work well for me. The buttons on the G27 arent that well laid out though, maybe a naga would be better, but I find I'd rather just focus my mousehand on pointing where I need it to point and beside that only use left and right click.
I do have and use a logitech G13 though (gamingboard, or whatever you call them). It helps a lot, plenty of buttons to map all my skills too, a thumb joystick that allows me to manouver and still be able to select skills, and buttons next to the joystick that I currently use one of as shift to put even more stuff under the buttons beneath my main fingers of my left hand.

For raids, I just drag my frames down near my water charges so I have everything compact in one area. Makes it extremely easy to target people and I can manage multiple things in a small area as opposed to looking all over my screen for bars.
