I have the 3rd level guardian, but I see other people were still able to cast Vulcan Code I and Beyond Limit buffs. How do I do that?

Just level your professional job (blacksmith) and at certain levels of it quests will appear at your job's expert in prontera... Finish the quest to get a higher level guardian.
