I'm not really a fan of the Overlord or Dragoon ultimates, but I'd put maybe 1 or 2 ranks for the two awakening moves. You probably could max them if you wanted to, but would require a lot of Hunter G SP increase items.
PvP builds will never put points into ultimates since you can't use them in PvP.

That's exactly why, unless you're pve you'd never waste skill points on ultimatesDepends on your personal preference.

Even then, some ultimates just aren't worth the investment.

Overlords- Crap damage, only 2 hits, movespeed debuff that isn't even good. Don't bother.
Setinels- It spreads the arrows out to hit targets equally, so less targets = more hits per target. Can murder bosses without minion help. Great for PvE setinels.
Destroyer- Damages everything around it multiple times, hits pretty hard. But not necessary.
Invoker- Also known as; "Lagging Storm". It hits many times, but has immense lagg. Can be a quick groggy-filler. Only if your PvE only.
Sorceror- It's hilarious to watch mobs fly up in the air and get spiked down, can even work on un-launchable bosses. Doesn't hit that hard though. Not entirely worth it.
Savage- Hits several times. Looks cool. But isn't worth it.
Ninja- Only really works if alot of targets are there. Not worth it.
Summoner- I don't know.
Twin- I don't know.
