Can you register to buy stuff at the Auction House or only sell?

The Auction House is designed to be used by players. The only thing NPC about it is the selling fee.
You can either buy or bid on an item in the AH. All items can be bid on, but an item has to be set with a buyout price if you want to buy immediately. If you get outbid on an item, the money is returned to you via the mailbox.
If you're referring to a Buying Store feature in the AH, there isn't one. If you want to sell items to certain players, you can't. When you register an item for sale in the AH, it can be seen and bought by any player perusing the AH.
