Straight to the point, haste lowers casting/charge time (the skills that have the cast bar) and vigor lowers skill cooldowns.

Vigor's the only stat that matter for rogues as of now.


note: haste doesnt affect attack speed contradictory to the tooltip description

the GAME explains it pretty simply if the guy bothered to open his character screen and looked at his stats...
