That is because noone bothered to update it. There is an npc at the center of prontera near the smile assistant. It asks you to visit some place to free souls or something. You have to be at 0 weight to go there. If you talk to the npc at 0 weight and select the option you will be teleported. There you will have to open boxes and avoid/kill ghouls. The boxes drop hp regen items and occasionally a certain item (I forgot what it was ). If you turn that in to the npc it will give you a Halloween certificate or something with which you can obtain various items from the npc (a 100 of those will get you an OCA ). But the drop rate seems to be pretty low. I got only 2 so far.

I don't know if this works but a tip to stay at 0 Weight is to do the Eden quest for equipment. All the equip it gives are character bound and weigh nothing.

Oh yeah BTW, you only have todo the last Equipment test to get all the items.
