what if a group of players who wernt in a guild wanted to randomly attack people during woe? theyre not breaking the rules and yet have no emblem.... seems like you could hire non guilded players as mercs ....

What does it do?

You can exploit many things perfectly without emblem. For someone retiring from idRO I know what kind exploit it is (including 1 hit break plant emperium on renewal mode)

they can just not the emp from my understanging (doesnt need guild skill to attack emp?)

yeah you can attack people just not the emperium... so people CAN troll woe players if they wanted even if they arnt in a guild...
