The rules for bidding while on master looter are very tricky
For more than once i saw master looters creating "logical" rules, but they only applied them when there was some advantage for them
Here is one example of things going wrong:

one day I did a PVE N and in the first 2 bosses there were:
1 tank accessory, 1 dps necklace and 1 dps ring.
I got the necklace (and traded for the ring, but that doesnt matter). One of the tanks (our future victim, the warrior) got the tank accessory because the other tank (PT leader) didnt want it.
the next boss we have a blue token. No assassins or monks, so only me and the other priest were to roll the dice.
The other priest rolled, but i didnt need the gear so i didnt. At some point the leader asked me if i was going to roll the dice or not, and i said that i was going to pass.
The next token was a token for warrior & cia. The warrior that have gotten the accessory won the dice (around 91 if i remember well), but the leader said that "he already had an item" and just traded someone else. By that point i noticed that most of the raid were from the same guild as the leader, except me, the other priest and the warrior.
So what actually happened: when the token wasnt good for any of the leader guildmate, he asked me (and i already had an item by that point) to dice for it. But when the item was good for one of the ppl from his guild, he just "stole" it.
And those rules are really terrible because what is the point of finishing the raid if you already have an item?
Long story short, i believe these are the rules for a FAIR master looter to follow:
1. Every item is independent. If someone got a Token for Shoes, he can still bid for a Gloves Token. This may seem unfair as someone can get 2 items while the other has 0, but this is the main component that makes a raid go until the end. If someone quits the raid, you have to find someone who is willing to not do a fresh raid. If the raid disbands, you probably are going to lose time killing repeated bosses OR youre going into a raid that someone already quit (and the truth is 90% of those incomplete raids never finish the bosses).
2. Any tradeable item can be bid by anyone And this is basically to avoid the obvious advantage in the Designs. The recipes and formulas are way cheaper than any design.
Also, if you dropped a Fragment of Unknown (or similar) and your master looter didnt list it to be bid, be aware that he probably is going to steal it.

Creating a standard for people to follow in-game is highly unlikely to be successful. You're telling people who are selfish and dishonest to be honest and fair. In any case, you should just play with friends or just raid with your guild.
The only real answer is for everyone involved to properly understand beforehand how the party/raid will handle looting drops before moving out, and then trusting that the master looter (if appointed) is an honorable person.
As a Master Looter you technically can march to whatever beat you want and no one can do anything about it. With that said, I would argue that if you do not want your name to be muddied as a player you need to define your loot rules up front and stick to what you say. You can steal loot from people if you want but it is your reputation that you risk by doing so. It is not a good position to be in when people will not let you in their groups because of the way you behaved when you were master looter. ~Saltheart
This is pretty good, only sucks that we don't live in a world of rainbows and cupcakes where everyone is considerate and liked sharing.

The only reason it isn't is because people are selfish, generally. Using that as an excuse to be selfish does not justify anything, a person would still be considered a jerk. I, personally do not tolerate people with a selfish attitude very well. One person has already shown that scenario to be true, he abused master looting - he no longer plays anymore because things are very difficult for him.
Our guild does one thing most people are surprised with at first:
NO Rolling until the last boss is killed.
You want humbaba loot? Kill Bapho then you can roll
Its more fair this way, 1 acc 1 token - free rolls on the rest but Designs require you to have the job to win it.
Works quite fine.
^ This, most coordinated guilds do that... to ensure that members remain motivated and consistent throughout the raids... although sometimes we are spoiled and given the gears in advance , but most of the times its done in that order... Finish or get nothing

But the frustration! I feel really bad when someone gets every token just because he has several good rolls in a row, while the others gain nothing. Other players spend their time and effort too, they deserve the tokens. "1 token to each player" is a nice idea.And if someone receives a token and then instantly quits the raid, well, there's always a "ban list". I wouldn't want to raid with such a maggot anyway.

If you're in a guild or you have a permanent Raiding team (RL Friends/Online Friends) these method will work, but if you're doing some random raids for some reasons(No guild/No friends who plays the same game/etc.) these won't work.
-1 Token per person (Unless they're the only class that have use for it)
-1 Accessory per person (Unless like the above stated)
-1 Weapon (If nothing can use everyone can have a free roll for it)
-1 Recipe (I normally give to whoever can use it, or someone who won no loot on that run, via rolling though)
-Master Looter must have experience or trustworthy.
-Everyone in party must have the intelligence and morally adept to accept loot rules.
