as writed in npc 23 hour cooldown
for malaysian isnt became 24 hour because of GMT problem of malaysian and usa?

It still 23h in Malaysian. There are no problems regarding timezone, so if you did TI at 11am Sunday, you can retake that at 10am Monday.

no...for me i take at 10:03am my timer also 10.03am i cannot take at 9.30am...i tried this few day

Last time I checked I had to time bug also and I am in PST (same as server), so I think it's everyone.

this problem occured since we have daylight saving maintenance past few months ago and oda already know bout this matter.
idk when they gonna fix this cuz as i know oda said this matter has been brought up to technical team to solve it but untill now they still not fix it (i think its already 3 or 4 months since it happened)

Well, kRO and other asian never get DST clock change so it's not easy to fix this weird +1 hour bug on iRO...
