So, im from Brazil and we dont have a RO2 Server... And i tried to make an account, without success...
I saw some people who did their account and are already playing...
Brazilian players can or cannot play RO2 ? (sorry for the bad english)

In short, no. Someone bought the licensing rights to have a Brazilian RO2 server.

I'm from Brazil too, I have an account on Warp portal and in ragnarok 2, yet when I log in the game, I get this notification: Account Not Registered

Because your IP is blocked due to the licensing agreement.
