What country are you playing at? Some regions are blocked from registering a game account for RO2.

"You Cannot View This Content" Is Country specific as said, you are in a BLOCKED Region, There is already a publisher for your country/region.

If you set your birthday to somewhere in 2000, you'll get "You Cannot View This Content" too.
