On point 1, you're forgetting the fact that Monks has the lowest Attack Power of all other classes in the game. Guillotine Fist maybe reliable because it has high damage modifier, but not in the case of other skills... imo.

Basically, the monk is a tanker class and tanker usually deal less damage than dps classes. However, he is also the tanker with the highest attack speed. So in order to keep him balanced to other tankers with a slower attack rate, he ought to do less damage per hit.
I've also seen too many Monk builds with level 5 Iron Skin. Remember: This skill uses the base gear defense for calculation. Since the monk has the lowest of all tanking classes, the benefit isn't really that high. It's usually ~3% damage reduction only. In PvE, a lvl 1 Iron Skin won't hurt and if you do PvP often, I'd recommend to try different skills instead.
