The second WoE will be at 7pm PDT, and each day following will return to 12pm and 7pm PDT.

Posting what I posted in the community chat.
Honestly, you should just cancel the 2PM WoE. Some players/guilds may be scheduling their day around the PREVIOUSLY SET TIME and having to gather your guild at the drop of a hat for a new time isn't that easy.
