It's like that in the IAH version too, no idea why. Just greyed out and useless.
Would be nice if they'd change it - I like to use F keys, but got used to numbers.

You cannot change the f1 and f2 key because:
F1 = Confirm/OK
F2 = Cancel
and maybe in the coding those two keys are reserved to perform only those functions.
Chat keys are F5-F9.
