As you may have noticed, buffs consist of a percentage value, plus a static value (except for attack speed). Let's say, one buff has a base value of 10%+50.
Now, what charm does, is increase the second value. For every 1 point in cha, the effectiveness of your buffs is increased by 1%.
Let's say you have 100 charm, so the effectiveness is increased by 100%. Then your buff should not be 10%+50, but 10%+100.
If you have 200 charm, then it will be 10%+150, 300 charm=10%+200, and so on.
Note: int also affects this (for clerics), but in a smaller amount than charm does. For every 300 points in int, the effectiveness also improves by 100%.
