People still woe fully supplied. Seems like it's working as intended.
That is simply not true. Browse the market for supply materials and look at how little is on vend.
It is a good thing that bots are being banned, but it is having a knock-on effect on the good-hearted citizens of the game. The no longer are able to buy the same amount of materials from the market and stockpiled supplies are drying up fast.
I have seen multiple Guildmasters comment on how War supplies are too much for them to handle. If War supplies were easier to come by, more guilds would likely move to the Classic Server creating a much better playing environment for all remaining players.
Lastly, I was personally affected by the plea of my Guildmaster the last few weeks, saying that they cannot and will not keep playing under these circumstances. If my Guildmaster does quit iRO, I would follow them to another server. I am in the guild I chose to join for a reason and would not feel comfortable in any other on this server. I would stay with my friends.

All WoE supplies (not just whites/blues) for any class should come from BG as an optional source as well as the castle turn in/points system that should have been in place already.

The following trade-ins should be put in asap.
Treasure boxes -> starsands
WoE treasure slotted stuff -> bomb mats
Also tool dealers need to sell empty bottles.

Yes, I can.
It is multiple things - one being to keep alternative avenues of getting those things open to help "newbies" or Non-WoE players and address some of the concerns of "omg market"
The second is so that the game doesn't get uberflooded through multiple means. Especially when guilds are holding 3-4 castles every week.
The third is so that players have to do more than one aspect of the game, helping liven it up outside of WoE.

Running a guild with more than 10 people is becoming unfeasible, so maybe the castle number reflects this.

Also, would be great if you could purchase bulk sets of white potions perhaps in open-able boxes. They'd be useful for leveling also.
If that seems to much then maybe can option to buy them straight in to you storage. Its a real pain in the butt to have to buy 30k white potions and put them in storage.

We've had a lot of suggestions coming from guild leaders regarding treasures and how the system could be updated. Many of the drops from castle treasure right now do not serve a very meaningful purpose and are cluttering up storages (I've seen it doing restorations) and finding a way for Guild Leaders to make better use of them wouldn't be a bad idea.
meanwhile guilds quit / skip woe because nothing has been done for yet another month.

Change the treasure box item to tokens that can be traded and vended
1 token can be traded for one of the following on the list by choice
250 stem
250 poison spore
50 Fabric
50 Immortal Hearts
50 E. Bottles
1000 WSS
200 Bherbs
This is a fair trade and doesn't make it so WoE alone supplies your guild. It also keeps items outside of WoE still valuable for new players to hunt. Don't put any of this stuff in BG you'll only devalue to market value of the items.
The above list assumes you take 1 WoE one castle and hold a WoE2 castle (most are at 80+ econ). Most guilds take 3 WoE 1 castles can it gives lower level guilds something to trade as well.

You should make thors and labs 3 mobs drop, at 50% chance (with vip + he gum?), a box containing 1 acid bottle, 1 bottle grenade, 1 glistening coat.
That way you give and incentive for people to level their chars during the week, while also hunting supplies, without having to customise the game more than necessary. Win win.
And maybe increase Eremes Guile's poison bottle drop rate.
Consider this:
It's been established that a guild uses about 5000 bombs per weekend. This way your guild would need, at least, 10000 kills of high level monsters, I think that's fair enough. As well as actually useful because you get to level your characters and what not.
The argument in favour of new players in need of items to hunt is not valid:
- Mandragoras are not a viable leveling spot past level 20,
- Poison spores aren't past 35/40,
- Graveyard/geffen2 (fabrics) are just plain bad.
That would leave goats and empty bottles, but that's not much of an issue considering antelope horns are about 40x more profitable. Not to mention there are thousands of better places to level and hunt for items at the same time such as stings or prison (gloves and formals are $$$)

Make mvps drop woe supply boxes... Get people playing outside of woe and give us some competition at mvping.
