I am just wondering is Fixed Cast Time better or Spell Casting Time??? The reason i ask because i have 2xBuwaya Tattoo so i am just wondering is it better than 2xRWC Spell level3???Thank you for your time

Reducing variable is better than fixed.You have 1-1.5 off fixed cast but not good with slow cast.With -100% variable you insta cast but have a bit of delay.
