Does the effect:

• ASPD increases according to upgrade level.

of this weapon work outside woe/pvp?

Like if i equip this in-town, will my aspd in the info window be raised? 

Hopefully someone who has tried this or has this weapon upgraded can answer.

(p.s: I know it says "Stats during woe/pvp" w/e but I dont trust in-game descriptions 100%)

I'm pretty sure it's only during PVP/WoE Situations.

I think so too, but I want to clarify before I give up hope.

the bonus Only works in pvp/woe. i dont own vellum stunner, but my vellum Damascus works as in description.
