Does Valk Rangdris Card work on Skills especially in WoE/PVP/MVP areas?

The +10% atk (+10% damage vs all) works with skills. 

 

The autocast dispel does not, autocast can't proc off skills.

There are a few skills that can trigger auto casts, although the only one I can seem to remember is Provoke.

It's the same, skills can't auto cast skills. Except provoke/mindbreak.

Blood Sucker and plants summoned by Summon Flora can also proc autocasts.

I'm pretty sure I've seen someone firebolt themself with Grand Cross before too.
