I am still a newbie to Classic but based on my time in renewal I do have a few suggestions that might be able to help. (although I do not know how realistic some of them would be to change)

 

I would say all/ most dungeons that people never go to should be classified into one of 4 categories:

1. Good for solo'ing

2. Good for partying

3. Something kind of easy for the level

4. Something kind of hard for the level. (with more Exp or drops)

 

Aggressive monsters have their place but I think it would be nice to have some more dungeons packed full of passive types instead. Sure mobbing is usually good Exp but that style of leveling only favors certain builds and classes, which leaves everyone else to be monster fodder. (I am looking at you, flee penalty when more than 3 attack at once)

 

I would also try to get rid of some entry quests all together or make them much easier to complete.

 

To put it another way, I think that it would be great to see some more places like the Prontera sewers. (except maybe with a bit less swarming)
