say i use 4x marina cards (freeze chance 5% each) on composite bow and frozen arrows (10%)

i mean i think they would stack in some way, but just making sure...

 

and do missed hits still proc?

Yes they add  up...although some people might say it doesn't add or gets multiplied, but that isn't the case. %Status effects stack directly, they don't add multiple separate chances. 
 

Easy way to test is using Hunterfly cards on a Sin, On its own you get 3% of getting back 15%  of damage done to your own hp. I'd consider it one because its grouped together with all the other "% to cause x effect" cards and abilities as to when and how it gets appilied. 

 

1 Hunterfly : 3% chance to get back 15% of damage done to your own hp

2 Hunterfly : 6% chance to get back 30% of damage done to your own hp

3 Hunterfly : 9% chance to get back 45% of damage done to your own hp

4 hunterfly : 12% chance to get back 60% of damage done to your own hp

 

^ this is why before the balance patch, Rangers could easily solo PvM and MvPs just by using Quad Hunterfly Knife and RWH.

Don't get confused with stacks and procs though. Procs are different and act independently

yeah but i meant if i missed the target due to its flee, will the effect still proc?

No...its on hit effect.

If you miss due to FLEE, the target will not be frozen.

If you miss due to Pneuma, KE, etc, but normally would have hit, then the target can be frozen.
