Well it does work on everyone, if you do not notice a difference in your damage once it is activated then most likely the person you were hitting had reserved resistence available, which went into effect.  80% resistence is the max effect that anyone can have at one time, this does not mean that you are seeing all the resistence that person had to offer. You can have extra resistence 'in stock' that does not show up until your main 80% res cap goes down. All that person would need is 100% res to make your debuff useless.
