So which NPC gives out the hero quest needed for F5 Arkah so that I could do F6?

After completing Karkarous F5 and doing quests to understand the people of the mushroom village, In Ash mist village there is an NPC named Rudo I believe. (Green hair, weird hat, looks depressed) He gives ya a hero quest regarding his wife. This is the starting quest for Arkah F5.
EDIT: Quest chain is mostly running back and forth between 2 NPC's and the last 2 quests are to get a Snake flower cane (Common drop from Arkah) and then finally beat Arkah on F5.
I don't know if Pythanous F5 is required.
