how it works? like wizard ms? 1.5 sec cast then delay on animation. or another way?

it has cast delay which can be reduced by haste, and it has animation delay which cannot be reduced by anything. The skill has extremely limited uses and you should only put 1 point in it to unlock wind walk. I think the only time you will be using it is when you are swarmed by mobs which die easily in 1-2 hits - such as when you are soloing ungoliant in HoDP and he summons all those weaklings.
