They select an amount of random, active forum users to vote first, and then the final votes are casted by the devs/Gm's/gravity staff ex. ShazamO and what not~

 

"The Top 3 will be chosen a random picking of active ROSE Online Forum Players. Lastly, the final votes will be done by the GM/Gravity Staff! "
