No. You can buy them with ingame gold, from someone.

they should give you at least 1 free one for each time you upgrade your class.
You get a reset scroll on job changes at levels 20,40 and maybe 60 (60 not confirmed).
If you mess up after you get the free ones you are compelled to either buy it from the cash shop or on the in-game market for a certain amount of gold depending on how much the seller charges.

Yup. All the points that you dont spend are usable for any skills in any of the jobs you advance to (as long as they are in your level rage).
If you use the reset scroll all of the skill points are returned to you and you can assign them to your accordance.
