How good is this weapon at the moment does it still deal fixed damage (8% of max hp) and is it still viable?

 

and if it does, do damage modifiers increase it lke the sign MoH Gring etc etc / refines / crits?

Damage modifiers don't apply. It deals fixed damage no matter what gears you or your target has.

It will deal whatever your target's 8% of max HP is.

How do I get this weapon?

It's a random chance to get it from WOE weapon boxes, a reward for the WOE investment system. Info is here:

The chance to receive them is relatively low (Chances are good you'll be stuck with WOE Arrows or the more crummy bellums)

 

the boxes vend from players on a Ragial average of 40,000,000 (though like I said, expect to open quite a few for Katz. I got mine with 4 boxes but I consider that really lucky)

 

the sword itself I've seen selling in Eden anywhere from 900m-1.5b (yeah, I've seen higher than that but seems like a rip off)

 

The sword is great BUT its quite hard to get off 11 hits (at 8% per hit) on any well geared and experienced player. Chances are their DPS will outperform yours.

But I have had a lot of fun trolling in PVP with a lvl 98 swordsman and the katz (that is, when I can hit) hahahahaha. I've killed some unsuspecting RGs that way

 

If you have the income, its a fun weap to mess with. Otherwise, shooting for KVM weapons is generally a better idea for PVP and WOE. Though I have seen some Hybrid RKs use it effectively when the situation calls (never as their main killing method), and I've seen it decimate a Frenzied tao user who probably wasn't thinking right if they were frenzied in pvp....

EDIT: One more thing to note. It will not proc with Skills so this means you can't get off a 16% Double attack from snake hat. It also does not crit as far as I know so Dex needs to be quite high to use. I think it might actually work with Counter Attack (still doing normal 8% dmg) but have not tested myself. There is no way to boost or reduce the HP %
