You've hit the stat cap, and you're seeing the buggy behavior of Instruction Change (the stats only are applied right after leveling - after next relog/etc, they go away).

Vani stat growth is crazy - you end up very close to the cap at 99 after evolve+mutation in all stats with average growth on a vani base.
