I don't think sakray is open presently. The GMs will announce when sakray is open for testing of new content.
This is something important to keep in mind - sakray is a "test server" as in testing new content, to find bugs before putting the update on the main server (not that the GMs actually fix them), not for everyone who wants to to use to test builds/etc.
