im wondering why i cant rank up to C and i'm already ml10 and i have sufficient zennies and mp to go to the next rank but it seems that i don't have gilgamesh quest on my quest log and every time i ask gilgamesh to rank up gilgamesh replies that the necessary quest has not been completed and yet i don't have and don't know what  kind of quest it is. please help

For me, it put a quest marker on the mailbox without putting it on the map - take a peek at the bottom of the stairs and see if that gets you started.
