Everything should be 3 slottable but it seems different costumes/accs have different success rates -- you can get gothic loli hats and orientals to 3 slot in 1-2 tries but you need to go bankrupt on others. Back accessory is now the most expensive to fuse into and also very hard to 3 slot, thank god I got my 3 slot phantom thief cape in the craze where people abused phantom stones and backs were relatively cheap. I've never seen a 3 slot bone dragon wing, after 5 personal tries I gave up after I gained no slots.
Also my tar bucket took 14 tries to 3 slot.. the success rate feels a lot lower than ever before right now. I wouldn't be sprised if those money grabbers lowered the success rate since they knew people would be mass buying to fuse their OCUs to 3 slot.
