I remember mesmerist was just behind Eden counter last time. Now gone?

 

she was removed back in may 2013, due to the fact she was always meant to be a temporary npc, not a permanent one.

 

for stat resets, you need to go to payon npc "sam status" at the cost of magical (reset) stones

 

for skill resets level 99 and below, go to ilzude npc "hypnotist" at zero cost, for free, unlimited too

 

for skill resets level 100 and over, must use kafra (cash) shop item neuralizer, 40m or 400kp

The Hypnotist is also in Prontera, just outside and slightly above(follow the road, she/he is on a corner) the Tool Shop.
