So it says I need to Complete Wind Elixr 1000% Concentrate quest, But Gilgamesh has no quest. No quests on all maps named that either ( as I checked ) .  But I have the required Zenies and MP for it. Any help?

As far as I remember, you'll get the starting quest from mailboxes in Morocc. That'll lead you to the next npc (cant remember if a girl that looks like a treasure hunter) near Bartender Kalid situated at Southeast Part of Morroc, somewhere near Long Range Flying Kafra). Then u need Sea God's Treasure from Leviathan (SGT Hard Mode). Since you remove the map area in your screenshot, I cant see wether the mailbox near Gilgamesh got exclamation point (!)

What the above said is right. Go to Sea God and defeat Leviathan.

Wind Elixr 1000% Concentrate is an item given by someone near the card master. Then it should tell you to go to Sea God once you drink that wind elixir.
