When I have my chic hat equipped, and I get hit with blind, my hit doesn't go back to normal until I unequip my chic hat.

This is unrelated to the chick hat.

 

On Renewal, there is currently a bug with Blind status - the hit+flee penalty does not go away when the status ends until you do something that causes the game to recalculate your stats, such as: Anything that changes your hit/flee, directly or indirectly, teleporting (I think), relogging, changing maps, etc.
